美國通報通過引用並入；北美標準停用標準；危險品安全許可證

擬議規則製定通知（NPRM）-FMCSA建議修訂其危險品安全許可證條例，以通過引用納入更新的商用車安全聯盟（CVSA）手冊(ce) ，其中包含檢查程序和超鈾廢物運輸和公路路線的停用標準（OOSC）放射性物質的控製量。OOSC為(wei) 全國範圍內(nei) 的執法人員，包括FMCSA的州合作夥(huo) 伴，提供統一的檢查執行公差。目前，條例參考了2019年4月1日版的手冊(ce) 。通過本文件，FMCSA建議引用2021年4月1日版本。

Notice of proposed rulemaking (NPRM) - FMCSA proposes amendments to its Hazardous Materials Safety Permits regulations to incorporate by reference the updated Commercial Vehicle Safety Alliance (CVSA) handbook containing inspection procedures and Out-of-Service Criteria (OOSC) for inspections of shipments of transuranic waste and highway route controlled quantities of radioactive material. The OOSC provide enforcement personnel nationwide, including FMCSA's State partners, with uniform enforcement tolerances for inspections. Currently, the regulations reference the 1 April 2019, edition of the handbook. Through this document, FMCSA proposes to incorporate by reference the 1 April 2021 edition.
